That would depend on the post by-laws that govern the house committee.  Each post will have their house committee set up different.  Most posts dont even have one.  I feel that they are not needed and detract from the operation of a post.  But that is just me.  The post where I see one in action allows no input from the floor during a meeting but instead can only vote on what the house committee proposes.
